A long list of events are also scheduled for Europe: Big Ben, the Eiffel Tower and the Leaning Tower of Pisa will all go dark ?for one hour when the clocks strike 8:30 p.m.?

Barely notice
Yet few Americans have ever heard of Earth Hour, and only a few dozen high profile events are scheduled. While the Empire State Building and the United Nations in New York City will go dark, most of New York will barely notice.

Earth Hour has only one US press coordinator to publicize the event. Slovenia has two. India has three. Brunei has five.?

Conceived in Australia in 2007 at World Wildlife Fund's Sydney office, and promoted by the Sydney Morning Herald newspaper, Earth Hour?s global popularity may reflect a disparity between U.S. and international receptivity to environmental symbolism. ??

The lack of enthusiasm stateside for Saturday's event could be cultural: From Earth Day to Earth Hour seems like downsizing, a concession to the less committed, Grist Magazine joked.?

But the serious news about Earth Hour is nearly all international.

Hundreds of items in small publications in Asia, Africa and the Middle East show that the event strikes a chord in smaller cites as much as large ones, and in traditional societies as much as westernized ones.?

Typical was a statement by the mayor of Taguig ? a city of 600,000 in the Philippines. Japan said on Friday it would lift entry bans on some cities in Fukushima prefecture that had been designated no-go zones due to their proximity to a nuclear power plant crippled by a powerful earthquake and tsunami last March.

After the natural disasters triggered the worst atomic accident since Chernobyl by causing nuclear fuel meltdowns at the Daiichi power plant in Fukushima, 160 miles (240km) northeast of Tokyo, the government evacuated a 12 mile (20 km) radius of the complex, in which around 80,000 people lived.

"We have decided to revise the restriction bans placed on the evacuation areas," Japanese Prime Minister Yoshihiko Noda said at a nuclear disaster task force meeting.

From April, the government will lift entry bans on Tamura, Minami Soma and Kawauchi, three of the 11 cities and towns that fall within or straddle the 20 km radius.

This follows their declaration in December that the Daiichi plant was in cold shutdown and under control after months of cleanup efforts, signaling it was ready to move to a longer-term phase to eventually decommission the plant.

After lifting the entry bans, the government will separate parts of Tamura, Minami Soma and Kawauchi into three categories, depending on radiation levels.

The government hopes that lifting the entry bans will speed up decontamination by allowing freer access.

In areas where annual radiation measurements are below 20 millisieverts per year, a government safety guideline, residents will have free access to their homes during the day and will be allowed to return permanently at the earliest opportunity post-decontamination.

Where readings are between 20 to 50 millisieverts annually, evacuees will also have unrestricted access during the day although their permanent return will come later.

In areas where measurements top 50 millisieverts, residents will not have free access and they will not be allowed to return for a minimum of five years.

The government is still in talks with the remaining eight cities over lifting the ban.

Even if residents are allowed to eventually return they will continue to live under the shadow of the devastated Daiichi plant, where it's a huge and costly cleanup is expected to take several decades.

Experts at a symposium in San Francisco marking the anniversary of the catastrophe said public radiation exposures have been less than what people were exposed to in the aftermath of the Chernobyl disaster a quarter century ago, according to a report on news website, Environmental Protection.

Speakers at the University of California symposium said monitoring of children living just outside the evacuated zone points to higher than background levels of exposure, but not to unsafe levels, it reported. However, there is uncertainty about harms that may arise due to ingestion of short-lived radioactive iodine in the immediate aftermath of the reactor meltdowns.

Brens Road To The Universe ? Pics Taken 11 Weeks Out ...

Hi Everyone,

Got pics done yesterday to see had I made much progress.. little disappointed to be honest. I have posted some below but to see them all so far click here. I think I was expecting miracles to happen overnight for some reason, probably down to excitement and becoming ultra focused. Staying positive and all that I have made some improvements, my legs have improved slightly. My calves have grown but frustratingly still cannot see it much in the pics. I will keep going, I am feeling good and loving the training so far.

A little bit of bodyfat has come in over the past few weeks so I going to bring the carbs down slightly and add increase cardio too. The daily goals are 350 grams protein, 500 grams carbs & 100 grams of fats. I am going to do 8 mins stepper at the start of a workout and 8 afterwards, see how this goes for 2 weeks. I might change it up, incline walk, axe strider etc. Supplements remain pretty much the same too, I am really loving BCAA Punch power, I am taking ZMA each night before bed, my egg protein from ON, Glutamine from Kinetica & Kinetica Multivitamin.

Damn you legs you better start growing for me! It is going to take years to build them but here is what my plan is to try improve them in 11 weeks. I am going to get quads and hams in twice a wk. This would be impossible with work and trying to train other bodyparts so what I am going to do is when training hams do two quads exercises for 3-4 sets afterwards and vice versa when training quads add two ham exercises afterwards.

Last week I made David from transform fitness who told me to try ascending sets to start on leg extensions. They were so tough and I highly recommend you giving them a try. It goes like this:

Moderately light weight x 12 reps, increase weight do 14 reps, increase weight again and try for 16 reps. My legs were burning! I had to do a little rest pause on the last section but the pump I got was unbelievable. I have added walking lunges to my leg workout too, great exercise! Hopefully it will help separate the quads and hams.

Thats all for now guys, its 4 am and I am going to get myself in for 6 today. I work security too at wkends which upsets my body clock, up till 6 am means I would sleep in late and then have trouble sleeping so every now and again I do an all nighter and get some work done. Its a peaceful time.

LOS ANGELES (AP) ? "The Hunger Games" has filled fan appetites with a $155 million opening weekend that puts it near the top of the domestic record book.

The huge haul marks the third-best debut ever in terms of revenue, behind the $169.2 million opening for last year's "Harry Potter" finale and the $158.4 million opening of 2008's "The Dark Knight."

"Harry Potter" and "Batman" were well-established franchises. "The Hunger Games" set a revenue record for a non-sequel, taking in more than twice what the first "Twilight" movie did with its $69.6 million opening weekend.

"This is the birth of a franchise. To launch in this fashion is mindboggling," said David Spitz, head of distribution at Lionsgate, which now also owns the "Twilight" franchise after its purchase of Summit Entertainment.

While it's already a blockbuster on its North American home turf, "The Hunger Games" had a much slower start overseas. The film took in a modest $59.3 million in 67 markets, including Great Britain, Germany, France, Russia and Australia.

The "Harry Potter" finale took in a record $314 million overseas in its debut last summer, and half a dozen other films have opened with more than $200 million outside the United States.

Even "John Carter," a dud domestically, managed to take in more than "The Hunger Games" overseas, launching with $70.6 million in 55 international markets two weekends ago.

Still, "The Hunger Games" amassed a worldwide total of $214.3 million in just a few days.

Domestically, it also was by far the biggest start for a film opening outside the busy summer and holiday seasons. According to Sunday studio estimates, "The Hunger Games" came in nearly $40 million ahead of the previous March record-holder, 2010's "Alice in Wonderland" at $116.1 million.

"The Hunger Games" slid into the No. 3 spot on the domestic revenue chart ahead of "Spider-Man 3," which opened with $151.1 million in 2007. Factoring in today's higher tickets prices, "The Hunger Games" sold fewer tickets over opening weekend than "Spider-Man 3," though.

Fans camped out for the first screenings of "The Hunger Games," which began just after midnight Friday. Many fans showed up dressed as favorite characters from the story.

"That type of behavior puts it on the level of the 'Star Treks' and 'Star Wars,'" Spitz said. "I was so excited to see how everyone was responding to the material and how ecstatic they were to be a part of it."

With a broader fan base than the "Twilight" franchise, "The Hunger Games" pulled in bigger crowds than the top-grossing installment of that series. "The Twilight Saga: New Moon" leads that franchise with a $142.8 million opening weekend in 2009.

Women and girls have made up as much as 80 percent of the audience for the "Twilight" flicks. Though it features a female lead, "The Hunger Games" drew more balanced crowds, with girls and women accounting for 61 percent of audiences, according to distributor Lionsgate.

Despite its teen fan base, "The Hunger Games" also did well among older moviegoers. Fans 25 and older made up 56 percent of the crowds.

"The Hunger Games" stars Jennifer Lawrence as a teen who is one of 24 youths forced to compete in a televised death match in a post-apocalyptic North American society.

The film is based on the first novel in the best-selling trilogy by Suzanne Collins. Lionsgate plans to release part two, "Catching Fire," in November 2013, and hopes to do the finale, "Mockingjay," as a two-part film installment.

"The Hunger Games" gave Hollywood a huge lift during a normally quiet time at theaters, with the start of the summer movie season still a month and a half away.

Overall domestic revenues totaled $214 million, up 76 percent from the same weekend last year, when "Diary of a Wimpy Kid: Rodrick Rules" led with $23.8 million, according to box-office tracker Hollywood.com.

Business has soared this year, with domestic receipts now at $2.4 billion, 19 percent ahead of last year's. Hollywood also has a potentially record-breaking summer lineup coming that includes the superhero tales "The Avengers," ''The Amazing Spider-Man" and "The Dark Knight Rises."

"With this incredible weekend for 'The Hunger Games,' we're perhaps experiencing what could be called the perfect box-office year," said Hollywood.com analyst Paul Dergarabedian. "We're just on a trajectory like I've never seen."

The previous No. 1 movie, Sony's action comedy "21 Jump Street," dropped to a distant No. 2 but held up well in its second weekend with $21.3 million. That raised its domestic total to $71.1 million.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

Abstract

INTRODUCTION: Laparoscopy is an accepted treatment for colorectal cancer and liver metastases, but there is no consensus for its use in the management of synchronous liver metastases (SCRLM). The purpose of this study was to evaluate totally laparoscopic strategies in the management of colorectal cancer with synchronous liver metastases. METHODS: Patients presenting to Ninewells Hospital between July 2007 and August 2010, with adenocarcinoma of the colon and rectum with synchronous liver metastases were considered. Patients underwent simultaneous laparoscopic liver and colon cancer resection, a staged laparoscopic resection of SCRLM and colon cancer, or simultaneous colon resection and radiofrequency ablation (RFA) of SCRLM. Primary endpoints were in-hospital morbidity and mortality, total hospital stay, intraoperative blood loss, duration of surgery, and resection margin status. RESULTS: Twenty-eight patients presented with synchronous colorectal liver metastases. Thirteen patients underwent a simultaneous laparoscopic liver and colon resection (median operating time, 370 (range, 190-540) min; median hospital stay, 7 (range, 3-54) days), seven patients had a staged laparoscopic resection of SCRLM and primary colon cancer (median operating time, 530 (range, 360-980) min; median hospital stay 14, (range, 6-51) days), and eight patients underwent laparoscopic colon resection and RFA of SCRLM (median operating time, 310 (range, 240-425) min; median hospital stay, 8 (range, 6-13) days). There were no conversions to an open procedure. Overall in-hospital morbidity and mortality was 28 and 0?% respectively. An R0 resection margin was achieved in 91?% of the resection group. At a median follow-up of 26 (range, 18-55) months, 19 (90?%) patients remain disease-free. CONCLUSIONS: Totally laparoscopic strategies for the radical treatment of stage IV colorectal cancer are feasible with low morbidity and favorable outcomes. A laparoscopic approach for the simultaneous management of SCRLM and primary colon cancer is associated with reduced surgical access trauma, postoperative morbidity, and hospital stay with no compromise in short-term oncological outcome.

Where it's hardest for us to make the rent

Honolulu can be paradise, but it sure is tough on renters.

The homeownership rate dropped to 66 percent of all households in the fourth quarter of 2011 -- the lowest rate in over a decade. Since the recession began, growth of renter households has consistently outpaced growth of owner households. According to a recent report by the National Low Income Housing Coalition, the decrease in homeownership reflects general concerns over the direction of the economy.

As the number of renters has grown, so has the number of those who cannot afford to rent. Renters also are earning less than they did before the recession. The number of renters earning 30 percent or less of the average median income in their area increased by nearly 900,000 between 2007 and 2010.

Given such conditions, many renters cannot maintain what financial advisors recommend renters should spend on an apartment: no more than 30 percent of a paycheck on rent. According to NLIHC, only renters in 37 of the nation?s 582 metropolitan regions considered in the report meet this goal. The report reveals that in most parts of the country, rental prices vastly exceed 30 percent of the average renter?s wages.

Based on the report, 24/7 Wall St. identified the 10 metropolitan regions that had the biggest difference between the average renter wage per hour and the amount they would need to earn per hour to afford fair market rent, the amount the Department of Housing and Urban Development considers average affordable rent. These are the 10 cities where rent is least affordable.

These cities are unaffordable because rent is among the highest in the country and because income inequality is significant. The 10 regions on this list are, almost without exception, the most expensive areas for renting in the country. Six of the 10 regions are in the top 20 for rent costs. The average fair market rent for all the areas considered in the report is $771 per month. In Orange County, Calif., and Honolulu, Hawaii, two of the worst cities for renters, it is more than $1,600 per month.

In these 10 regions with the biggest rental affordability gaps, average renters would need to make 70 percent more than they currently earn so that only 30 percent of their salary goes to rent. In the Nassau-Suffolk Counties in New York, among the worst, a person would need to work four and a half full-time, minimum-wage jobs to meet the 30 percent of total wages goal. In that area, even if the renter earned the average renter wage for the area, he or she would need to work more than two full-time jobs to reasonably afford to rent a two-bedroom apartment in the area.

In an interview with 24/7 Wall St., NLIHC research analyst and the report?s author, Elina Bravve, explained that the inequality in these regions is due to high demand for rentals among a small number of extremely wealthy residents. The richest residents can afford to pay a great deal for housing and, as a result, are driving up rental prices. Middle- and low-income individuals are forced to pay for the inflated prices in order to live in the area.

There are three types of metropolitan regions where rent is unaffordable. First are the wealthy suburbs of MSAs like the Washington-Arlington-Alexandria region. The Maryland area of the D.C. metropolitan region has the seventh-highest income in the country and includes a number of expensive areas outside the city. Wealth and proximity to the city drive up rental prices and make the area difficult to afford for those in blue-collar or service jobs.

Another type of region where rent is unaffordable is the popular destinations for tourist and vacation home buyers such as Honolulu, Hawaii, and Santa Cruz, Calif. According to Bravve, ?In these vacation centers, there?s a pretty significant wealth gap between the summer residents and tourists and the full-year-round residents who serve them in restaurants and hotels.? Wealthy buyers increase home prices, ?while most locals actually work in the service (or tourism) sectors of the economy -- which don?t pay much at all.?

Finally, there are regions like the Pike County, Pa., where the housing markets are booming. In these regions, demand for new homes is growing at a faster rate than new accommodations can be built to sustain new tenants. Natural gas fracking recently has become a booming industry in the region, and demand for rental space has shot up as hundreds of workers have moved to the area looking for places to live. According to Bravve, ?with the influx of new workers in this community, there is just not enough housing. Lower income workers in the area who do not work in the fracking industry are particularly hit hard -- because they can?t afford the sudden increases.?

24/7 Wall St. relied on NLIHC?s report, ?Out of Reach 2012: America?s Forgotten Housing Crisis,? to identify the 10 metropolitan regions that had the biggest gap between the average renter wage per hour and the amount they would need to earn per hour to afford fair market rent, the amount the Department of Housing and Urban Development considers average affordable rent. NLIHC used fair market rents (FMR), which is based on the 40th percentile prices in these regions, for the average affordable rent. Because the average home price can be skewed upwards in areas with particularly high-end housing. NLIHC?s report ranks 582 regions, which include metropolitan statistical areas and HUD Metro Fair Market Rent Areas, or HMFRs.

These are the cities where rent is least affordable.

10. Washington-Arlington-Alexandria, Md.

• Rent affordability gap:?$13.11 an hour.
• Fair market rent:?$1,506 (11th highest)
• Average renter wage:?$15.85 an hour.
• Wage needed for 2BR apartment:?$28.96 an hour.
• Hours needed to rent 2BR apartment:?73 a week.

The Washington-Arlington-Alexandria metropolitan area is one of the wealthiest in the country. Median household income is the seventh highest among the 580 metro regions studied, at $107,500. However, the estimated income for renters in the area is less than half that, at only $52,599. According to the National Low-Income Housing Coalition?s report, in order to earn the recommended salary of three times monthly rent, a person in the region would have to earn $28.96 per hour. According to the Census Bureau, however, renters in the MSA earn an average of just $15.85 per hour.

The average wage of a renter in Pennsylvania?s Pike County is a mere $6.28 per hour -- one of the country?s lowest. However, the hourly wage required so that rent accounts for no more than approximately one-third of a worker?s total income is $19.44. To date, only 16 percent of Pike County?s population rents. The Ford Mondeo has been declared the country's number one 'roadrunner' after research revealed it covers more distance on UK roads than any other vehicle.

The average Mondeo racks up more than 15,000 miles a year, nearly 600 more than the second-placed Volvo S80.

The league table of Britain's top 10 mile-munchers was based on analysis by Warranty Direct of its 50,000 live policies covering three to 10-year-old models.

It was dominated by larger, more refined vehicles including the Volkswagen Passat and Audi A6, which also cover in excess of 14,000 miles, well above the average of 12,000 miles.

Data shows the Mondeo maintains its reliability despite its high mileage, as only 15% require a warranty claim each year, compared with the Passat, which has a 44% chance of acquiring a fault. However breakdown cover is recommended even for owners of the most reliable models.

Small cars tend to cover significantly fewer miles. The Nissan Micra was named Britain's least-used car, travelling just 5,580 miles per year on average, while superminis made up nine of the 10 least-used cars.

Chancellor cuts top income tax rate to 45%

Chancellor of the Exchequer George Osborne said on Wednesday that the government would cut the top rate of income tax to 45 percent, arguing that the 50-percent level was damaging the economy.

"From April next year, the top rate of tax will be 45 pence," Osborne told MPs, adding that the current rate was higher than France, Germany, Italy and the United States.

Osborne, outlining the measure in his annual budget, had reportedly faced fierce pressure from Tory backbenchers and from business leaders to slash the top rate to help stimulate British economic growth.

The top rate of income tax would continue to apply to earnings above ?150,000 per year and come into force in April 2013.

"This (50-percent) tax rate is the highest in the G20. It is higher not just than the tax rate of America, but also of major European countries like France, Italy and Germany," Osborne said in his budget speech.

"It is widely acknowledged by business organisations and international observers as harming the British economy," he added.

The Chancellor also said Britain remained on course to virtually wipe out its budget deficit by 2017.

Osborne said the economy would grow slightly better than expected this year, by 0.8 percent rather than 0.7 percent as was forecast by the coalition government in November.

He added that Britain would avoid recession this year despite an economic downturn for the neighbouring eurozone and noted that the government would borrow a little less than predicted in the fiscal year to April 2012.

"This budget reaffirms our unwavering commitment to deal with Britain's record debts," Osborne said at the start of his budget speech to parliament.

"But because we've already taken difficult decisions this can also be a reforming budget that seeks to repair the disastrous model of economic growth that created those debts."

The previous Labour government had raised the top rate from 40 percent to 50 percent following the global financial crisis in 2008.

In a move seen as appeasing the Liberal Democrats, Osborne raised the point at which all workers begin to paying income tax -- to around ?9,205 -- by closing tax loopholes for the wealthy and increasing levies on property.

The coalition government will also cut corporation tax on company profits to 24 percent from 26 percent, starting next month, rather than to 25 percent as announced last year.

Osborne told MPs he hoped his measures would help preserve Britain's valuable AAA credit rating, that keeps state borrowing costs low, and avoid a Greek-style sovereign debt crisis.

Britain was set to borrow slightly less than expected this year as a result of government austerity measures, Osborne added in Wednesday budget.

Public sector net borrowing is predicted to reach ?126 billion in the current 2011/2012 financial year ending in April, Osborne told lawmakers.

The new borrowing forecast, provided by the Office for Budget Responsibility, marked a slight improvement from the previous estimate of ?127 billion that was given in November.

Borrowing is then forecast to drop to ?120 billion in the following 2012/2013 fiscal year, before falling to ?98 billion in 2013/2014.
