Ohio mom says baby worth legal fight with church | The Associated ...

Sitting on her mom's lap, the 10-month-old toothless girl with twinkling blue eyes and chubby cheeks sports a wide smile as she gums a jingle bell Christmas tree ornament.
The infant is Christa Dias' greatest gift ? and the reason she was fired from teaching jobs at two Cincinnati Catholic schools.
"I've always wanted to have a baby," said Dias as she held her wish-come-true in her arms in their Withamsville home. "I've always known that. That's why I became a teacher, because I love kids.
"I didn't think it would be a problem."
But it was for her employers, Holy Family and St. Lawrence schools in East Price Hill, who fired Dias in October 2010 because the single woman was 5? months pregnant and wanted to discuss maternity leave. She is still unemployed.
She sued in April, accusing the schools of pregnancy discrimination and breach of contract. Her case, filed in the Cincinnati-based U.S. District Court, is on hold while the U.S. Supreme Court decides issues in another, similar case.
Dias was fired for being pregnant not from premarital sex, but as a result of artificial insemination.
For Dias, the case is about what she believes is a rigid religious institution that refuses to adapt to modern life punishing her for celebrating life with birth.
For the schools that hired and fired Dias, the issue is less about her beliefs and more about Dias keeping her legal promise.
"She has a right to her opinion, but she doesn't have a right to violate her (employment) contract," said Archdiocese of Cincinnati spokesman Dan Andriacco.
That contract calls for her to act and comply with Catholic teachings, including not participating in what the church calls the "grave immoral" act of artificial insemination.
Dias, 32, a Michigan native, isn't Catholic but is Christian and attended Notre Dame College, a Catholic school in South Euclid, Ohio, on a volleyball scholarship.
She came to this area in 2007 and began teaching at Holy Family in August 2008 and at St. Lawrence in August 2009. She was the technology coordinator at both schools, with a combined annual salary of $36,000.
Initially, the schools fired Dias for being single and pregnant. But when they were informed that could violate state and federal anti-discrimination laws, they changed the reason for the firing to being pregnant as a result of artificial insemination, which they said violated Catholic teachings ? and her employment contract with them.
The schools "have admitted that they had no other reason to terminate Ms. Dias' employment," her attorneys wrote in legal filings in the case.
"I'm disappointed more than anything that I couldn't continue my career because I wanted a child," said Dias, who declined to let her daughter's name be used or face be photographed.
The school's attorneys countered that Dias' choices are why she was fired.
"Above all, this is a case about a contract," the school's lawyers wrote.
Both sides raise compelling legal arguments:
The schools say she is bound by her contract to act as a Catholic. "This is not the classic pregnancy discrimination case in which pretexts must be evaluated and discriminatory intent must be divined," the school's attorneys wrote.
Dias counters that contract is invalid because it isn't applied equally to men or enforced on them. Her physical state made it obvious she was pregnant, but that's not so for men who participate in artificial insemination, she said. "It's a double standard. I'm suing so they can't do this to any more women."
The schools' lawyers say any argument other than violation of her contract "will unavoidably put (Catholic) doctrine itself on trial," which is barred by the U.S. Constitution that gives Americans the right to exercise their religion of choice.
Dias notes current law allows her to sue because the majority of her work as technology teacher at the two schools has nothing to do with religion.
The legal issues, Dias insists, are a way for the schools and the church to avoid what she believes is her right.
Dias was fired by the Rev. James Kiffmeyer, who was suspended in 2002 after being accused of sexual misconduct with two male students at Fenwick High School, where Kiffmeyer was a teacher.
There was no criminal investigation because the men were 18 and adults at the time of the incidents in 1986 and 1990. The Archdiocese made a financial settlement with one accuser. The Vatican reviewed the cases but handed down no discipline.
Kiffmeyer, who denied the allegations, was reinstated in 2006 and then became pastor at Holy Family church.
"I would think Father Kiffmeyer would be more empathetic because of the judgment that he's received from his past," Dias said.
The archdiocese fought Dias' attempt to collect unemployment benefits.
Despite the fight, Dias is convinced she made the right decision.
"She's such a gift," Dias said of her daughter. "I wouldn't have it any other way."
"I am very happy. She's an amazing gift from God. She's amazing and wonderful. I would do it all over again for her."

Keeping up with your gamer gossip? Then you're probably up to snuff on the recent Ocean Marketing / Penny-Arcade spat. We held our tongues as the drama unfolded -- no easy task, considering Engadget's name was dragged into the affair -- but now it seems like the internet soap-opera is reaching its conclusion.

Not the gossiping type? Here's a quick recap: When N-Control's latest Avenger add-on missed its November 8th street date, customers with pre-orders were left wanting. Some reached out for answers, hoping they could still get their PS3 Avenger before Christmas. All they got in reply, though, were some *ahem* choice words from N-Control's third party marketing contractor, Paul Christoforo -- a man who gained instant notoriety when his emails caught the attention of Penny-Arcade's Mike Krahulik. Krahulik took exception to Christoforo's insults, threatening tone and name-drop posturing (that's where we came in) and responded by publishing the marketing mishap on his comic's website.

Suffice to say, it hasn't ended well for Paul Christoforo -- N-Control has released a statement saying that he and his marketing operation have been "categorically dismissed," stressing that Christoforo owns no stake whatsoever N-Control. After ejecting the elephant from the room, N-Control went on to announce that all PS3 Avenger pre-orders would be given a $10 discount, and penned in a new ship date for January 15th. "I created the Avenger to make people happy," said inventor and company founder Dave Kotkin, who originally designed the controller for a student who had a physical disability, "I deeply regret that so many people have any negative feelings toward it as a result of what has happened." N-Control seems bent on moving on -- which is fine by us, so long as they keep their customers better informed. Jamaica's opposition wins elections in a landslide (AP)

KINGSTON, Jamaica ? On Jamaica's rutted streets, the complaints have been chronic ? home ownership is out of reach for most wage earners, the cost of electricity has skyrocketed, water service regularly fizzles out and decent jobs are scarce.

Fed up with chronic hard times, voters in this debt-wracked Caribbean nation on Thursday threw out the ruling party and delivered a landslide triumph to the opposition People's National Party, or PNP, whose campaign energetically tapped voter disillusionment especially among the numerous struggling poor.

The win marks a remarkable political comeback for former Prime Minister Portia Simpson Miller, who was Jamaica's first female leader during her year-and-a-half-long first stint in office that ended in 2007. The 66-year-old known affectionately as "Sista P" reached out to Jamaicans as a champion of the poor with a popular touch.

"She cares about the ghetto people," said Trishette Bond, a twenty-something resident of gritty Trench Town who wore an orange shirt and a bright orange wig, the color of Simpson Miller's slightly center-left party, which led the island for 18 years before narrowly losing 2007 elections.

As word of her election win emerged Thursday night, PNP supporters shimmied and shouted in the capital, Kingston, and motorists honked horns in celebration as they tore down the streets.

"I am humbled as I stand before you and I wish to thank the Jamaican people for their love, for their support and for giving the People's National Party and the leader of the party her own mandate," she said, after receiving hugs from numerous candidates, some crying.

Simpson Miller defeated Prime Minister Andrew Holness, who at 39 is Jamaica's youngest leader and leads the center-right Jamaica Labor Party.

Holness said the defeat will prompt a time of introspection and reflection for party leaders to examine what went wrong.

"I wish the new government well. We hope for the benefit of the country that they will do a good job," said Holness, who warned during the campaign that an opposition win would scare away foreign investment and dash hopes of economic progress.

While official results have not been released, elections director Orrette Fisher told The Associated Press that preliminary results showed Simpson Miller heading to victory.

"Based on the margins, it appears safe to say" that Simpson Miller's party won, Fisher said shortly after Jamaican newspapers and broadcasters called the election for the PNP. He expected his office to release the official count and breakdown of parliamentary seats on Saturday.

News station TVJ said Simpson Miller's People's National Party won 41 seats in parliament and Holness's Jamaica Labor Party 22.

Simpson Miller is beloved by her supporters for her folksy, plainspoken style. She became Jamaica's first female prime minister in March 2006 after she was picked by party delegates when P.J. Patterson retired as leader. But she was tossed out of office a year later in a narrow election defeat.

This time around, she has pledged to lift debt-wracked Jamaica out of poverty, secure foreign investment, and create jobs. Specifics are few, however.

Her party will face deep economic problems in this island of 2.8 million people, with a punishing debt of roughly $18.6 billion, or 130 per cent of gross domestic product. That's a rate about 10 percentage points higher than debt-troubled Italy's.

Veteran opposition lawmaker Omar Davies said one of the first things the People's National Party will do is get "a true assessment of the state of the economy," a dig at Holness' party which was accused of rarely providing citizens with a clear picture of the island's dire fiscal straits.

Holness, who became prime minister two months ago after Bruce Golding, Jamaica's leader since 2007, abruptly stepped down in October amid anemic public backing, won his parliamentary seat with 54 percent of the vote.

Simpson Miller has been a stalwart of the People's National Party since the 1970s. She was first elected to Parliament in 1976 and became a Cabinet member in 1989. Partisans have long admired Simpson Miller as a Jamaican who was born in rural poverty and grew up in a Kingston ghetto, not far from the crumbling concrete jungle made famous by Bob Marley.

During her brief tenure as prime minister, her support waned amid complaints she responded poorly to Hurricane Dean and was evasive about a scandal regarding a Dutch oil trading firm's $460,000 payment to her political party leading up to 2007 elections.

The two top candidates' different styles were clear while they cast their votes.

Holness is largely seen as unexciting, but bright and pragmatic. He whisked into the voting center in the middle class area of Mona, barely interacting with voters. After being heckled by an opposition partisan, he said he was "very confident" of a Labor victory and departed after taking three questions from reporters.

By contrast, Simpson Miller hugged and chatted with supporters at a school in Whitfield Town and told election workers to help struggling elderly voters.

Her party, which experimented with democratic socialism in the 1970s, is still perceived as more focused on social programs than the slightly more conservative Labor. There are no longer stark ideological differences between the two clan-like factions that have dominated Jamaican politics since the onetime British colony began self-rule in 1944. Jamaica became independent within the British Commonwealth in 1962.

Microsoft job opening hints at forthcoming backup / restore features for Windows Phone

The current state of performing backups for Windows Phone is far from ideal, although a new job posting from Microsoft suggests that a better solution may be coming to the smartphone platform in its next major software release. According to a job posting from the monolith in Redmond, the company is seeking a talented employee to join its Windows Phone Backup, Migrate and Restore team. The listing goes on to state, "Our goal is to ensure that no matter if someone loses their phone, drops their phone in a lake ... a user can quickly and seamlessly get their phone back to a good state." Whether this involves backup to the cloud, or simply more robust features within the Zune software is never explicitly stated, although Microsoft does suggest it aims to leapfrog the competition in this arena. Not a moment too soon, either.

Philippine storm death toll goes down to 1,249 (AP)

MANILA, Philippines ? Philippine disaster management officials say the number of people who died in massive flash floods in the southern Mindanao region a week ago was smaller than earlier reported.

Civil Defense chief Benito Ramos said Tuesday that he has corrected an earlier death toll from the health department of nearly 1,500 to 1,249 based on an actual count of identified and unidentified bodies recovered by soldiers, police, firemen and other rescue workers.

He says the exact number of missing could no longer be determined but the search for bodies will continue.

He says rains overnight Monday over the eastern provinces of Mindanao have forced the evacuation of thousands of families, many by helicopter.

There are a lot of expectations from Microsoft?s Windows Phone which has seen a sudden increase in its popularity since the launch of Nokia?s Lumia series on smartphones. The Redmond-based company is expected to launch a new Tango update for the platform sometime in 2012, but a leaked roadmap for Windows Phone suggests that there are two major update coming to the platform in the next year.

According to the leak by WMPowerUser the platform will first get the Tango update which is meant to support low-cost handsets and it will be available in Q2 2012. The next upate will be available in Q4 2012 and will be known as Apollo. The new update will be the major release amongst the two and it will include support for dual-core processors and HD screens. Source: Yemen president to get treatment in U.S.

Yemeni President Ali Abdullah Saleh has been an ally of the United States in its war on terrorism.

(CNN) -- Embattled Yemeni President Ali Abdullah Saleh will be allowed to come to the United States for medical treatment in New York, a senior Obama administration official said Tuesday.

While the White House hopes the move could ease tensions in Yemen, analysts said it could incite further violence, weaken U.S. standing, and potentially help empower al Qaeda.

State Department spokesman Mark Toner, meanwhile, said no decision has been made, and that officials were "adjudicating " the request solely on the merits of Saleh's request for medical treatment.

But the Obama administration source, who was not authorized to speak on the record because of the sensitivity of the issue, said the decision was made. The official also acknowledged a debate within the administration.

The United States does not want to come across as providing safe haven to a dictator responsible for a violent, deadly crackdown on an uprising, the source said.

The decision was made in hopes that Saleh's departure from Yemen could ease tensions in the country and help pave the way toward elections next year, the official said.

But it could have the opposite effect, said Brahma Chellaney, professor of Strategic Studies at the Center for Policy Research based in New Delhi.

"For the United States to give him refuge only incites more violence in Yemen," said Chellaney. "And it unnecessarily whips up anti-American passions. The last thing the United States should be doing is giving the impression that it is actually sheltering Saleh."

On Monday, White House spokesman Josh Earnest said U.S. officials were considering Saleh's request to come to America "for the sole purpose of seeking medical treatment."

Yemeni forces have killed hundreds of protesters in the uprising this year, U.N. officials have said.

Yemeni officials rejected such assertions, saying the military took action against criminals and that investigations would determine whether peaceful protesters were killed.

Large demonstrations, at times drawing thousands of participants, were aimed in part at getting Saleh out of office.

Once Saleh agreed that he will cede power in February, further demonstrations have largely "been about putting him on trial and making sure he does not escape from Yemen," said Chellaney. "So if he is given refuge in the United States -- which is what the U.S. is effectively doing -- it will not calm the situation in Yemen. It could lead to more bloodletting."

Saleh was wounded in a June bomb attack on his presidential palace.

He received medical treatment in Saudi Arabia as protests grew against his 33-year rule. When he returned, a new round of protests took off.

In November, U.N. Secretary-General Ban Ki-moon said that Saleh had told him he would come to New York for medical treatment after signing an agreement to step down. Under the deal, brokered by the six-nation Gulf Cooperation Council, the president agreed to transfer power into the hands of a coalition government.

"If the U.S. had offered to treat him when he was seriously injured, it would have made sense," said Chellaney. "But the guy is walking around, talking tough, acting tough. He's back to his normal state as a brutal dictator. And there is no indication that he's suffering from any medical condition that requires treatment only in the U.S."

Katherine Zimmerman of the American Enterprise Institute's Critical Threats Project said the U.S. decision "furthers a narrative on the Yemeni street that the U.S. has supported Saleh throughout the protests."

Al Qaeda in the Arabian Peninsula (AQAP) has increased its strength throughout the year, benefiting from the increased instability and telling protesters that it has long stood up against the regime, Zimmerman said.

AQAP, which includes terrorist operatives in Saudi Arabia and Yemen, is blamed for the failed attempt to bomb a Detroit-bound plane on Christmas Day of 2009.

FBI Director Robert Mueller, speaking in October, called the group "a significant threat to the homeland."

Saleh has been an ally of the United States in efforts against terrorism, particularly against AQAP.

Allowing Saleh into the United States will enable AQAP "to propagate the connection that the Yemeni regime has to the United States," Zimmerman argued.

But Zimmerman said she does not expect an increased security threat to the United States or its interests overseas based on the decision.

And, she said, U.S. officials are right that drawing Saleh away from Yemen might help. "It's a question of whether taking Saleh out" of the country "will prevent him from influencing or from giving orders to his lackeys within the regime."

In 1979, then President Jimmy Carter allowed the deposed shah of Iran, Reza Pahlavi, to enter the United States for medical treatment.

As the U.S. State Department notes in its document, "History of the Bureau of Diplomatic Security of the United States Department of State," it was after that move that Iranian students stormed the U.S. Embassy and took 63 Americans as hostages.

Zimmerman said the decision on Pahlavi does not compare to the decision the United States faces on Saleh.

"Saleh is not exiled already and he is actively seeking to leave," she said. "And in this case, the administration has been right in trying to pursue conditions on the ground in Yemen before accepting Saleh into the United States."

Chellaney complained that the U.S. decision on Saleh shows a lack of consistency.

By agreeing to allow "Yemen's reviled dictator to enter," Chellaney said in a tweet, "Washington shows it still distinguishes between 'good' despots and 'bad' despots.'"

He pointed to how the United States reacted to protests in Libya. Saleh "has more blood on his hands" than Libyan leader Moammar Gadhafi did before the NATO intervention, Chellaney argued.

"This guy should be put on trial before the International Criminal Court. The United States should not be granting him" entry.

Raiders: Huff, Jones intend to play; Ford, McFadden still uncertain

Running back Taiwan Jones and free safety Michael Huff said Monday that they intend to play Sunday against the San Diego Chargers, given the magnitude of the game as the Raiders challenge for a playoff spot.
Wide reciever Jacoby Ford said he is hopeful of playing Sunday. However, he won?t play unless his sore foot heals enough to where he feels as if he can make a difference.
No word on running back Darren McFadden, who has missed the eight games with a right midfoot sprain. He was not in the locker room during the media-access period. Coach Hue Jackson won?t speak with the media until 2 p.m. today.
?This is a one-game season,? Huff said. ?I?m going to go out there and play and give my all. I don?t really worry about if I play this week that I may injure it for the playoffs because, if we don?t win the playoffs might not happen.?
If the Raiders lose, they are eliminated from playoff contention. They still have a shot at winning the AFC West, provided they beat or tie the San Diego Chargers on Sunday and the Denver Broncos lose to the Kansas City Chiefs. The Raiders also are in the hunt for a wild-card berth if they don?t win the division.
For either to happen, the Raiders need to win Sunday. Hence, Huff said he will play regardless where he stands health-wise. He has missed the past two games and four this season.
?Got to,? Huff said. ?We have to win this win. This is a big game. We know we?re going to get their best shot and we?ll give them ours. I?ll be out there Sunday. I?m not going to miss this one.?
Ford said he will lobby the coaches to play Sunday, even if he isn?t at 100 percent. In the end, it will be up to Jackson and team trainers.
?Even if I?m not 100 percent, I?m always willing to help my team any way that I can,? Ford said. ?But I definitely wouldn?t want to get out there and hurt the team. That?s one thing I definitely wouldn?t want to do. If I can go, I can go. If I can?t, it?s like a tough break. I just hope I can.?
Jones said that his sore hamstring keeps tightening up on him as he works hard to get back in the mix. He feels an added burden to make it back Sunday in light of the pounding Michael Bush has taken as the workhorse.
Defensive tackle John Henderson needed a cane-like crutch to get around the locker room Monday. That doesn?t bode well for his return from a sore knee. He has missed the past two games.

BLOCKED FIELD-GOAL ATTEMPTS PLANNED
Those blocked field-goal attempts by defensive tackle Richard Seymour were more than luck or chance. Several players said they were by design.
Linebacker Aaron Curry said special teams coordinator John Fassel and long-snapper Jon Condo spotted a weakness in the Chiefs? protection during tape study the week before the game.
They theorized that if the Raiders got a strong push on one side of the Chiefs line, the opportunity would be there to get a hand up on Ryan Succop?s kicks.
Sure enough, that?s what happened on the final play of the first half and the final play of regulation. In the end, that proved to be the difference between a win and a loss and the Raiders remaining in playoff contention.
?Condo said, take your two biggest guys and push them through and tell them to get a hand up,? Curry said. ?And that?s we did. Same thing on both blocks. We took a plan and believed in it. Quentin (Groves) actually said, ?We?re about to block this one,? before the last one.?
The plan called for Curry, Groves and other players to push Seymour and fellow defensive tackle Tommy Kelly, thus making it harder for two blockers to hold up.
?Yeah, that was the plan,? Groves said. ?We knew that they?re ?go? guys were kind of weak in that area. We just said, we?ll put our two d-tackles there, and then a third d-tackle and push those guys and get as much penetration as possible. I told Rich, ?Just throw your hand up, we?re going to block this one,? and he did it.?

BREAKDOWN ON MYERS? TOUCHDOWN
Condo explained what happened on the fake field-goal attempt by the Raiders that resulted in touchdown pass from holder Shane Lechler to tight end Brandon Myers, saying the play was negated by a delay-of-game penalty because of how long it took for the Chiefs to get lined up.
Condo said the Raiders had to wait to see how the Chiefs lined up before they called for the fake. The Chiefs took longer than expected to line up, which caused the play clock to run out before the ball was snapped.
?We had to get the look from the defense,? Condo said. ?So, we had to wait until they kind of set up and we had to communicate. You don?t want to have half the line (confused). I know in the week of practice, there?s some communication problems when we practiced it. We don?t want half the line knowing that it?s on and half the line thinking it?s off.?
As it turned out, the Raiders attempted a 58-yard field goal after the 5-yard penalty. Sebastian Janikowski?s kick came up about 1 yard shy.
Condo said there are few things that compare to the feeling of pulling off a trick play such as the flip to Myers. It?s something the Raiders have become at adept at doing this season under coach Hue Jackson.
?It?s a special feeling whenever you practice a certain play, you draw it up in the meeting room, you picture it happening and you go over it in practice,? Condo said it will be nothing short of stunning if Janikowski doesn?t get selected in a year in which he has tied the NFL record for longest field goal (63 yards), converted six field goals in one game and played at a high level from start to finish.
Janikowski has yet to make the Pro Bowl in any of his first 11 NFL seasons.
?I?m praying for him,? Condo said of Janikowski. ?He deserves it. He works hard kicking the ball. Like I said, he?s been in the league 12 years, it?s got to make him burn to make a trip to Hawaii, with Shane going six times. So, they?re the two best kickers in the league. You can?t argue with that. They?re, by far, the best teammates, the best friends, outside the locker room. He definitely deserves it.?

LBUSD tallies millions saved as schools earn Energy Star rank

LONG BEACH - The Long Beach Unified School District can now add energy conservation to its list of things to be thankful for this year.

The school district has saved $29million since 2003 as part of a major energy conservation effort, according to a recent LBUSD staff report.

All of the district's 84 schools have earned Energy Star Certification by the U.S. Department of Energy and the Environmental Protection Agency. The certification is based on an international standard for energy efficiency.

With 84 sites certified, the state's third largest school district now boasts 30 percent of the Energy Star-certified schools in California, LBUSD officials said.

Buildings that earn the Energy Star use 35 percent less energy and generate 35 percent fewer greenhouse gas emissions than similar buildings across the nation.

LBUSD spokesman Chris Eftychiou said the district began its conservation efforts with the hiring of two full-time energy managers and the establishment of policies and guidelines aimed at reducing the usage of electricity, gas and water.

The effort has included tracking bills to spot anomalies and performing regular meter audits via a software program.

The school district also corrected billing errors, modified behaviors through reminder notes to employees, calibrated equipment and time of use for optimal efficiency and incorporated new technology including energy-efficient light bulbs and

Internet-controlled energy management systems.

"To have 84 schools recognized is absolutely amazing. Most school districts have a big celebration if one or two schools are recognized," LBUSD's Chief Business and Financial Officer James Novak told the school board.

In addition to saving millions of dollars, the conservation effort has prevented the emission of nearly 62,000 metric tons of carbon dioxide, or the equivalent of not driving 11,000 cars for one year, according to the staff report.

Each newly certified school will receive a certificate to display in the front office.

IMF: Canada vulnerable to Europe, household debt

TORONTO - Canada's economy is expected to grow at a moderate pace over the next several quarters but risks to the outlook are mostly negative due to headwinds from the European debt crisis, the International Monetary Fund said on Thursday.

The multinational agency said it expects Canada's real gross domestic product to slow to 2.2 per cent in 2011 and 1.9 per cent in 2012. But it said one big downside risk is the spillover effect of the European crisis on financial markets and global growth.

"Direct trade linkages with Europe are there. They're not very large so we would not expect a very large impact from a decline in European demand for Canadian product," said Gian Maria Milesi-Ferretti, IMF Mission Chief to Canada.

"More of concern are the potential global financial market repercussions of turmoil in Europe and there is a lot of uncertainty about that, so again we see those threats not so much coming from direction of say direct exposures of Canadian banks to euro area financial institutions for example, but more through the impact that this global financial market turmoil would have more generally."

The Fund approved of the Bank of Canada's current accommodative stance - its key interest rate sits at one per cent -- but noted there is scope for further monetary easing if the economy weakens.

It also applauded the Canadian government's plan to balance its budget in the medium term, but again said there was room for further stimulus if the economy ran into trouble.

The IMF warned that high household debt levels and elevated house prices are the main domestic vulnerability, the same risks it cited a couple months ago.

In a special report on house prices and household wealth, the IMF estimated that house prices are higher than levels consistent with fundamentals in some provinces. It projected that a potential 10 per cent correction in prices would lead to a 1-1/4 per cent drop in private consumption.

With interest rates still very low, the IMF noted that growth in personal consumption and real estate investment should be subdued, in light of high household debt and measures taken to restrain mortgage debt and cool the housing market.

The IMF credited Canada's accommodative financial conditions and strong commodity prices for previously supporting the domestic economy, but - like the Bank of Canada - warned that businesses will need to step up investment to pick up the slack from weak net exports and ongoing fiscal challenges.

It also said the fund's staff's assessment of the Canadian dollar found it to be on the strong side of medium-term fundamentals.

Astronauts plan space station holiday bash (Video)

Astronauts on the International Space Station are planning a big holiday bash to welcome three new crewmates, who are slated to arrive just before Christmas.

That's good news for scientists keen to maximize thespace station's research potential, and it'll make the holidays a little less lonely 240 miles (386 kilometers) above the Earth's surface.

"We'll celebrate the holidays in great fashion after they get here," station commander Dan Burbank of NASA said in a?space holiday video message. "We've already put up decorations, and we've gathered together all the cards and gifts that our friends and families have sent to us, and we're planning a couple of big meals. That'll be great."

Skeleton crew will get beefed up

Burbank and his two cosmonaut colleagues, Anton Shkaplerov and Anatoly Ivanishin, are the only residents aboard the International Space Station (ISS) at the moment. They arrived on Nov. 16 and have been alone up there since Nov. 21, when three other crewmembers departed for Earth. [Holidays in Space: An Astronaut Photo Album]

But things should change this week. A Soyuz spacecraft carrying three spaceflyers ? one American, one Russian and one Dutch ? is slated to blast off from Kazakhstan on Dec. 21 and arrive at the station two days later, rounding out the station's current Expedition 30 to its full complement of six crewmates.

Burbank is eager for the new group to come aboard, and not just for professional reasons.

"With their arrival, ISS will be back at full strength, but we'll also have three good friends to join us," he said. "We'll also have them just in time for the holidays."

A holiday message for Earth

Burbank also sent home holiday greetings to the seven billion people living and working on Earth, hundreds of miles beneath his feet.

"On behalf of the Expedition 30 crew aboard the International Space Station, we wish everyone on planet Earth a happy, safe and ? most of all ? peaceful holiday season," he said.

Burbank added that his month in space has been "very busy but wonderful," and that seeing Earth from space is an incredible experience. He described the events of one night in particular, when he looked out and saw?the northern lights?bracketed by city lights on both sides of the Atlantic Ocean.

"This planet is unimaginably beautiful, and it's peaceful and it's serene when you look at it from space," Burbank said. "And that night pass to us seemed like a holiday greeting card, the most beautiful one you could imagine."

S&P downgrades PHH over debt repayment doubts

PHH Corp. (PHH: 11.11 0.00%) saw its stock plummet almost 15% Thursday after Standard & Poor's Ratings Services raised concern that the mortgage company will not be able to pay unsecured corporate debt.

PHH's stock fell $1.91, or 14.67%, to close at $11.11. The stock is down 52% so far this year.

S&P downgraded PHH's credit and unsecured debt from "BB+" to "BB-" late Wednesday, and said it could downgrade the company another notch if "management is unable to execute a clear strategy" to repay the debt due in March 2013.

The ratings service, however, said it does think PHH will be able to repay the $423 million in debt "exclusively from free corporate cash flows."

The outlook, S&P said, is a reflection of PHH's "reduced financial flexibility" as well as uncertainty in the U.S. mortgage market. PHH was the seventh-highest originator of mortgages in 2010 at $49 billion, making up 3.1% of the market.

PHH reported a loss of $148 million in the third quarter, a significant widening form $8 million for the third quarter 2010.

Stock moved higher for other mortgage originators and banks Thursday, including Wells Fargo (WFC: 27.25 0.00%), U.S. Bancorp (USB: 27.34 0.00%), Bank of America (BAC: 5.47 0.00%), Citigroup (C: 27.65 0.00%) and JPMorgan Chase (JPM: 33.45 0.00%).

Moody's cut means Belgium must hit deficit goal (Reuters)

BRUSSELS (Reuters) ? The downgrade of Belgium's credit rating by agency Moody's underlines the need to cut the budget deficit next year to 2.8 percent of GDP as agreed by the ruling coalition, Belgian Finance Minister Steven Vanackere said on Saturday.

While the deficit target and measures to reach it have been agreed by Belgium's six-party ruling coalition, economists expect more austerity steps may be necessary given a weakening economic outlook for the country and the euro zone as a whole.

Vanackere told Reuters in an interview that if periodic checks during 2012 showed Belgium was off course to achieve the target, new measures would be implemented.

"The 2.8 percent will be achieved. If growth estimates are downgraded in March, that will of course imply new measures to guarantee the result of 2.8 percent," he said.

"2012 will be a year in which we will have several budget controls. We will be very active on that level and we will achieve the 2.8 percent," he said.

Moody's cut Belgium's rating by two notches late on Friday to Aa3 from Aa1, citing deteriorating financing conditions in the euro zone, risks to economic growth and the costs of bailouts of banks such as Dexia (DEXI.BR).

"No finance minister is glad when there is a downgrade of a country, but at the same time it is not a big surprise," Vanackere said.

"Everyone knows that in the whole of the euro zone there are downgrades and Belgium in particular, with a large banking and financial sector, is of course vulnerable through the immense operations to save the banking sector."

Crisis-hit Franco-Belgian bank Dexia (DEXI.BR) secured earlier this month temporary financing guarantees from Belgium, France and Luxembourg to keep it running while the countries cement a bailout they put together in October.

The three states gave 90 billion euros ($121 billion) of guarantees to cover Dexia's borrowings.

However, these guarantee have yet to take effect, sparking talk the states were wrangling about how the burden should be shared. Reports of fresh talks last month hit both Belgian government bonds and the euro.

"It is clear that when a state gives a guarantee there is a risk," Vanackere said about Dexia.

"Our job is to minimize the risk and make sure that the restructuring of the financial sector and Dexia in particular, goes at a swift pace to minimize the problems for Belgium," he said. "I am quite convinced that we will be able to come to good solutions, but I'm not going to comment too much on that."

Vanackere said that apart from austerity, Belgium had to take steps to boost economic growth and that it could do that through better use of its labor market, noting Belgians worked on average 3-4 years less over their entire careers than the European Union norm.

"We have tremendous untapped potential in the Belgian labor market. When we get more people to work we will also be able to steam up growth," he said.

"As we speak, rules and new measures are being taken to prolong the length of careers and to postpone the age of retirement."

Phones and tablets, sure, but we haven't seen many, say, DVD players or PMPs using the OS. And certainly not GPS devices, whose proprietary libraries and interfaces were developed at great cost, leading the companies that made them working desperately to squeeze every last penny out of them. But perhaps we're about to see that change. GPS maker Holux and sporting map app company SatSki have put out the All Sports GPS, a handset-like unit that has multiple sports-related mapping tools, lots of live maps (Google of course, OVI, OpenStreetMap, and more), and a location and distance-focused interface. Average speed, altitude changes, all that stuff.

Adenoviruses can cause respiratory, eye, and intestinal tract infections, and, like other viruses, must hijack the cellular machinery of infected organisms in order to produce proteins and their own viral spawn. Now an international research team made up of scientists from Chinese and Australian universities has found a way to disrupt the hijacking process by using plasma to damage the viruses in the laboratory environment, before they come into contact with host cells.

The researchers prepared solutions containing adenoviruses and then treated the samples with a low-temperature plasma created by applying a voltage to a gaseous mixture in a syringe. The strong electric field energized electrons that collided with molecules in the gas, generating charged particles and highly reactive species such as oxygen atoms that likely etched away the protein shell of the viruses and damaged or destroyed the viral DNA. When the virus solutions were later added to colonies of embryonic kidney cells, the plasma-treated samples showed much less viral activity, as measured by the amount of a florescent virus protein the infected kidney cells produced. If the virus solution was covered during treatment to maximize plasma-virus interactions, more than 99 percent of the viruses could be deactivated in eight minutes. The technique is described in a paper accepted for publication in the AIP's journal Applied Physics Letters.

Adenoviruses pose life-threatening risks to patients undergoing stem-cell therapy, so the anti-viral plasma treatment may help pave the way to safer therapies, the researchers write. Because plasma jets have multiple biomedical applications, the team is also developing a portable device that generates plasma by using a 12 V battery to decompose and ionize air, says Dr. XinPei Lu at the HuaZhong University of Science and Technology in China and leader of the team. Adenoviruses can cause respiratory, eye, and intestinal tract infections, and, like other viruses, must hijack the cellular machinery of infected organisms in order to produce proteins and their own viral spawn. Now an international research team made up of scientists from Chinese and Australian universities has found a way to disrupt the hijacking process by using plasma to damage the viruses in the laboratory environment, before they come into contact with host cells.

The researchers prepared solutions containing adenoviruses and then treated the samples with a low-temperature plasma created by applying a voltage to a gaseous mixture in a syringe. The strong electric field energized electrons that collided with molecules in the gas, generating charged particles and highly reactive species such as oxygen atoms that likely etched away the protein shell of the viruses and damaged or destroyed the viral DNA. When the virus solutions were later added to colonies of embryonic kidney cells, the plasma-treated samples showed much less viral activity, as measured by the amount of a florescent virus protein the infected kidney cells produced. If the virus solution was covered during treatment to maximize plasma-virus interactions, more than 99 percent of the viruses could be deactivated in eight minutes. The technique is described in a paper accepted for publication in the AIP's journal Applied Physics Letters.

Adenoviruses pose life-threatening risks to patients undergoing stem-cell therapy, so the anti-viral plasma treatment may help pave the way to safer therapies, the researchers write. Because plasma jets have multiple biomedical applications, the team is also developing a portable device that generates plasma by using a 12 V battery to decompose and ionize air, says Dr. XinPei Lu at the HuaZhong University of Science and Technology in China and leader of the team. The device might be used in rural areas and battlefields, according to Lu.
